I've seen the same hog on side of the road I-10 West

Between Hwy 73 and Highland/Perkins exit. I've seen it 2 nights in a row, in the same spot. Can someone, legally, pull over and shoot it? It's enormous. I thought it was a cow the 2 nights ago.
