My 401k is at 23.8% for the year.

For how long? If your in long and don't plan on retiring for 20yrs + you should be aggressive and over 20% this year.

It is in a 403 plan and I have the option to move it to an IRA or roth. I need it to be making more return in the short term.

All the funds I have been looking at over the past week are in the 20s for 2013 and around 8% over the past 10yrs.

The S&P averages 7-8% yearly over the longhaul. I'm getting 27% because of a biotech fund in one account and 18% and 17.5% in two others.
9% is ok if you've been hands-off because you could have had it mostly in bond funds like some I know.

Mine was 24.11% for October 2012 through September 2013.

Mine is 17.2% so far. I thought I was doing good but didn't realize over 20% should be normal.

Here is the benchmark: SPY S&P 500 = 25.01% YTD.
Due to age, I have several stock/bond funds and one bond fund so my return is much lower.
