Because people are banned for a reason, most of they time it's because they suck as posters and disrupt the board traffic. If they come back with a second name they're still causing problems.
I don't see why people just can't follow the rules and/or act like an adult.

And yet alters are common and tolerated. What does that tell you? I'm not defending the practice but I see people requesting alter checks all the time when admin seemingly doesn't give a shite.
