Possible but very unlikely. Hawks know the difference between an 8lb rabbit and an 8lb predator. That's not to say that an extremely hungry one wouldn't give it a try, but like I said, it would be very rare for a wild hawk to try it. Also, if it did, it wouldn't be able to go anywhere with anything that weighs 8lbs. If you hear your dog yelping, run out and save it. Great Horned Owls might be a little more likely to give it a try. Still, they wouldn't be able to fly off with anything over about 2lbs.
I know someone is going to argue with me about hawks flying off with 4lb dogs and stuff, but trust me, I've done my research.

A neighbor's tea cup chihuahua was taken by a hawk about three years ago. The poor little pup could fit in one hand. I didn't see it happen but one of the neighbors was in the yard talking to her when it happened. Poor girl cried for days. I'm sure it was tough watching her pup fly off knowing she would never get her back.

I got interested in this for some reason and a quick google search disagrees vehemently with your comment. There are quite a few of reported pet "snatchings".

Probably the other way around. Little birds will tear up a hawk or a crow and make them flee.
As for the OP, I had to fight an egret off a kitten once. It was about to make quick work of it. So, I wouldn't doubt a hawk would take a run at a little dog. In your case, if it is nesting nearby it is probably just defending its territory and was just trying to drive the dog off.

There are a lot of reported black panther sightings too.
I'll bet you any amount of money you want that no hawk in north america flew off with a 10 pound dog. If you want, I'll tie my hawk to a 5lb weight and video it for you.
Is it possible that a hawk might attack a 15lb dog? Sure. Is it likely, no. Will it fly off with it? Hell no.

A golden eagle can only carry about 3-4 lbs. Your exceptionally large penis should be fine.

Osprey's can barely get back into flight with 1 lb mullet. I wouldn't be worried about one taking off with your dog, but I could certainly see them clawing and killing a dog near by.
