This is the main factor you'll need to address: how important is muzzle blast?
I'm going on a prairie dog hunt in a few weeks. I'v been loading and testing a lot for 223 Rem and 204 Ruger rifles as well as a 22-250 handgun. In a rifle, the muzzle blast of all will be significant: 22-250 (35 gr of powder)>204 R (29 gr of powder)>223 Rem (24 gr of powder). Any of those will easily take out a Nutria at 200 yards. Zero it for 100 yd and you'll be around 2" low at 200 yds. If you really need a more quiet round, I'd look seriously at the 17 HMR, or as someone mentioned above, the 17 WSM. The WSM will be a little flatter and more powerful than the HMR, if that's important. Yeah, the 17's are VERY subject to wind, but hopefully that won't be a big problem in swampy areas. Either the HMR or WSM will easily handle nutria. The problem w/ the WSM is ammo availability as it's more scarce than all the others. If you come across a 221 Rem Fireball or an accurate 22 Hornet, they'd be good also, but ammo for both is VERY hard to find, even for handloaders.
Keep us updated w/ your choice.
ETA: For a nice scope that won't cost a lot, look for a 3-9X scope from Redfield, Leupold Rifleman or Nikon ProStaff. If you get a rimfire, consider the 4-14X Mueller APV. [link=(www.natchezshooterssupply.com)]Natchez Shooters Supply[/link] usually has a good supply of factory refurbished Nikons that are deeply discounted.

Savage bmag 17wsm with a nikon prostaff 3-9x40. I got mine before they came out with the bull barrel but I'd rather the bull barrel. The ammo is becoming pretty easy to find, Walmart carries it. Nutria's, beavers, coons all die instantly, they hardly even kick. The gun has no recoil, pretty loud but not that bad. It will shoot 200 yards no problem. I like it better than the 22 I grew up shooting.

Congrats!! You'll be pleased. I'd give a real good look at the Mueller APV scope. VERY highly respected on Rimfire Central Forums. I've bought 2 (one on a 17M2 just like your new HMR and one on my son's skinny barreled Savage 17 HMR) and been very pleased w/ both. Optics Planet had the best prices when I bought mine.

17 Hornady Hornet is devastating on varmints , nutria, and pigs within your specified range. Factory ammo available or you can reload for optimum efficiency / accuracy
I purchased a 17 Ackley Hornet (pictured below) years ago and it's one of my favorite rifles. Super accurate and very flat. 12 grs of powder push a 20 gr vmax @ 3850 fps. Zero recoil and tolerable noise levels.
