Just apply for the job bro. If they tell you they want you to take a hair test, tell them "thanks, but no thanks."
There isn't some super secret permanent database where they store this type of info. If you refuse to take a hair test no one will know. You could probably even re-apply a year later and they wouldn't even know.
ETA: Before someone brings up DISA, you have to actually make it to the drug testing facility before it can be marked as a refusal. The key is to find out what kind of test they're sending you for BEFORE you go to take the test.

I always hoped on the weekends that one of those geese would have run in front of the cart on the way to the lab. Fresh goose would have been delicious, and they could hardly blame me if it ran out front of the cart.

If marijuana is such an important part of your life that you could lay off it in preparation for your upcoming introduction into the real world, see if you can get a career going in the trade. In Central America I understand there are vacancies that frequently and violently come open. If you don't buy and use domestic marijuana, you're already "partnered" with the cartels, why not actively join them?

Since you've got 8 pages of debate on what is cool or legal or not, I'll do my best.
I currently work for a utility company. I am familiar with others. I can't say for certain that they don't hair test, but I'd be willing to bet its a pee test. My bet goes up if this is an office job. If its line work, I'd still lean towards pee test.
But I will say this, while I have no problem with you enjoying an occasional smoke, it is against company policy. So, if you get this job and continue to smoke, you can be subjected to randoms. You will be terminated if positive. If you are serious about this job, apply for it, take your pee test and stop smoking until company policy changes.
