Like a guy who would rub his own feces on his chest and face? Psychologist said there was nothing wrong with the guy, perfectly mentally healthy... not if he's rubbing feces on his face! A person has some mental deficiency to, at the least, crave attention so much that they would be willing to do that to their self.

My city has a dozen programs for homeless and they still keep coming. Villages send their indigent here on the ferry.

Give them a job.
Case in point: In Baton Rouge, we have a huge trash/litter problem. There are areas that constantly need to be mowed and trimmed because the department of public works is mostly incompetent or blames lack of maintenance on the weather.
Hire anyone who wants to do the work and pay them with a place to stay and free food. (I'd imagine there has to be some unused government housing or trailers around here somewhere). Maybe give them a small per diem or credit on their EBT account for qualifying purchases. Maybe sign people up for 2-4 week periods at a time.
We could easily clean up the city, give people the chance to learn a task that might result in a future job, move people off the streets and under a roof and clean house at DPW.

True, but there will always be homeless people and families and they have to live somewhere. What solutions are out there that really work rather than just mask the problem? I live in Seattle, which probably has as big a homeless problem as any US city and there don't seem to be any good options.

If they spend any money or resources on these types of people, it should be for REHIBILITAION, not for comfort... frick that, I work my arse off to provide and they do absolutely fricking nothing and should be entitled to a free place to stay?

Unless you're locking them away, they will not stay. We have inpatient and outpatient programs here, they'll stay for the hot cot and meal and leave. If they can't drink or use, they will be in and out.
The only way you'll solve the problem is build housing and allow the occupants to drink or use.

I had a lady approach me at the gas station and I already knew what she wanted. She said she needed gas money to go to blah blah b/c of blah blah. I said to her I need to fill up my 38 gallon gas tank on my truck. I need gas money too. Can you pay for my gas? She had a blank stare on her face and she walked back to her car.

A lot have no desire to work. Even more would only work for just enough cash to get drunk and high. And most have access to a play to stay and food at shelters, but they decline that option.
Maybe your idea would be part of the solution but like someone else said earlier, there is no one easy or simple fix to this problem.
