What is your solution to the homeless problem?

I live in downtown Houston and it's absolutely disgusting. Under any freeway they set up camps, tents, etc and leave their trash everywhere. I understand some have mental issues but most are perfectly healthy people who have just accepted that lifestyle.
Any time of day, you drive by and they are just sitting in camping chairs 'hanging out'. No motive to do anything but occasionally beg for free stuff offering nothing in return.
I understand you can't throw them in jail, most are harmless, but their laziness and filth ruin areas of the city that would normally be attractive specifically around Minute Maid Park. Why can't the city buy some land on the outskirts, fence it in, and let them just camp there? I'm not sure what the answer is.
My last straw was going for a run last night and a homeless had his pant around ankles taking a dump in the middle of the sidewalk. I've chosen to move to the burbs. Another tax paying worker being forced out and commute because of the catered to trash of Houston. I'm not talking bout 2-3 beggars on a street corner...it's 100s everywhere infiltrated in the city.

Reinstitute the asylum system.
Put them away and try to cure/rehabilitate them, but get them off the street and away from the chance to harm themselves, or others.

IMHO, there is literally no solution for this problem. Society will always have those with mental illness. You could give everyone unlimited treatment, buy them homes, give them money or jobs and you’ll still end up with homeless living on the streets.

I don't have an answer to the problem.
Some have accepted the lifestyle.
I have a colleague that found out his wife was acting like she was homeless when he would go offshore for his two week hitch.
He knew she was acting weird when he would leave home so he hired a PI. He thought she was just out fricking around some dude. PI had her on video leaving home dressed in basically rags and parking her vehicle then going out to a homeless camp.
He divorced her.

Invest more into mental health services? But like someone else said, there are many who are perfectly content with the lifestyle.

Put them in a circle, surrounded by home owners... let them all call the homeless person by name and see who he/she goes to?

People need to stop giving them money for one. But that won't happen.
