The bigger problem is that you live in an apartment. With apartments you get apartment people who are generally trash.

a couple in my appt building has a three legged dog. although it is hilarious to watch, that dog is fast as hell. i fully understand that this is not relevant at all.

It was more relevant to me than the OP

One of the children could possibly be diabetic. There was a fundraiser in my area recently to raise money to purchase a special needs dog for a little girl who has diabetes.

here are certifications that these dogs must have in order to be a service dog. Your HOA should ask for the dog's paperwork.

You are not legally required to show any paperwork for your special needs dog. Your HOA is screwed.

Have you talked to the people about the noise they're making? Maybe they aren't aware

Really? I was using my dog to help teach my students to read. I had paperwork out the wazoo for her. I was told to keep it on me when I went in public.

Some people who have seizures have special needs dog that can detect when one is about to happen. It's not just for the blind or all bullshite.

Just conveniently leave out some radiator fluid or call the cops and report a domestic disturbance.

Probably have it listed as a service dog. Even places who don't accept pets or certain breeds have to if it's a service dog thanks to fair housing.

Super easy to get one too. Just say you have emotional issues and have a doctor write it up

The HOA says NO DOGS ALLOWED but since this is a "Special Needs" dog, they are allowing it.

Special needs dogs aren't normally exempt. Service dogs, however, are.

ETA: And like others have said, service dogs go through rigorous training and are often taught to expel urine and bowel movements on command.

Or epilepsy. Dogs are trained to detect and alert the parents of seizures. We considered getting one for our son since he has had seizures at night

That's a shitty HOA to not allow dogs.

Also, you cannot do anything about a special needs pet. This is the loophole. They could say they need it for anxiety.

However, they must pick up the poop. State law.

It's a golden retriever, I'm guessing the dog is fine and you hate dogs and are the HOA nazi.

Also, go talk to the family about the dog. At least put them on notice. Then call cops/HOA/bang on ceiling if dog is too loud.

It's an apartment not a condo of you have neighbors above you. And you're an idiot for buying an apartment. Move

You have to bang the dog. Establish dominance. Then it will respect you.

Sounds like the dog is the one with special needs, maybe the family are his service people
