I'm not sure you know the difference between an apartment and a condo. Both can have neighbors above them

You don't BUY Apartment Units - you rent apartment units. You BUY Condo Unit and either live there or RENT it out.

Going after the dog is the wrong approach to take anyway. They should go after the behavior. How would they handle a tenant leaving unwanted trash around the complex? Regarding the barking, are there any noise rules that are being broken?

It's the craziest thing, but there is a lot of research on it. Kids for whatever reason get much calmer around the dog and read to it. These same kids will stutter or clam up when reading to another person. They get to go to the reading corner, pet the dog and read to it. I sit within ear shot and justo stem to them read. I still get to evaluate the child, but they don't realize it.

Service dogs do not require any certifications. The only thing people can ask is what service does the animal provide.

However, if the dog is destroying property or causing issue, it can be denied entry. Start documenting any and all destruction. Start reporting and recording it's barking sessions. If the dog is indeed causing issues, it being a service dog does not protect it from removal because of the issues it causes.

I have a half-retarded drug addicted acquaintance that I keep around on facebook for his drug-addled rants every few months. He posts random pictures of his pet turtle, guns, and "service dogs." They are Chihuahuas.

He's a landlord and adjacent tenants' dream.

That is clearly not a special needs dog, those are incredibly well trained. They are lying, people do it all the time. You can get a certificate online.
