Glad to see all the hydrologists and hydraulic experts have already studied the drainage basins and confirmed that he wall was indeed the issue.

You are aware that even the most stringent drainage design is capped at a 100-year event?
This one was 500-year+
Do you understand what that means? Ok, I'll help you. The drainage crossings under I-12 would perform adequately should a heavy rain event happen, say, a 10 to 25-year storm event. This means flow rates would be such that water would/should not "back up". Under conditions like the one that just occurred would overwhelm the system causing said backups on the side where the flow originates (the north side).
But, let's not let reasonable engineering practices get on the way.
This one was 500-year+

If he wants to take up for his people, run to the news to talk about where to get relief supplies or when and where people can get to their homes to start assessing the damage. Coordinate some clean up crews. Start cleaning out the drainage ditches. Spend your time for what the people elected you to do. Don't waste your time on a lawsuit that will take years to litigate and IF they win, will likely never see a dime of settlement. Plus, whose going to pay all the court costs for this circus show? I'd be willing to bet Walkers tax base will take a huge hit for many years. And if they happen to actually get any money, if be willing to bet the actual residents don't get a penny of it. It's just like someone else said, this is all for publicity and to put his name on something.

Yes, I agree. Removing a few concrete blocks every 1/4 of a mile is quite unreasonable.
Especially when the Mayor of Walker has been calling it to the attention of the DOTD engineers for OVER 3 years. Maybe if he did it for 497 MORE years the DOTD would have heard him.

Exactly. They'll have a tough time proving that DOTD violated an important thing in construction law called the "standard of care."

And, from your analysis, that is exactly all it would take to mitigate a water burden from a watershed of several hundred square miles experiencing a 500-year event.

Isn't this ammo for ins companies to try and not pay out. Of course it's all no secret but making a big deal that there was negligence is bad for the property owners getting their dues. Or am I off on this?

The deck and the girders below are blocking even more flow, but I agree that you can just only build so high. You can't design everything for a 500 year event, which is pretty much what USACE wanted to do after Katrina.
