look at the address to send money to on the notice. Its in Ohio. You don't have to pay them. You will continue to receive notices for a while, then a letter from some law firm in Texas threatening to report you to credit agencies. If they do that (which they never have for me), the worst you will have to do is call the credit agency and tell them you never agreed to the debt and poof - its gone. You will not be booted, arrested, not be able to get your drivers license renewed, etc

My roommate had two tickets she didn't know about (was sent to her mom's house) and got booted. 500 bucks out the window. It sucks but I would pay it if you're in NOLA. She was parked outside our house on a small street that it not frequented by traffic at all.

Actually, the 6th Ammendment gives you the right to face your accuser. Try this argument as the camera cannot be sworn in.

The Sixth Amendment only applies to criminal cases. That's why it starts out with "in all criminal prosecutions..."

The people who think that a legal monetary judgment lodged against somebody (which is what happens when you ignore the fine) can be wiped away with a phone call to a credit bureau saying "you didn't accept to incur the debt" is ridiculous.

Try that in a court of law some day and you'll leave in shackles.

except in baton rouge they don't get money judgments obtained against you.

And in order to get a money judgment obtained, there must be some contractual basis, as well as notice served on the debtor. Sending a non-certified mail demand letter is insufficient. Couple that with the fact that no proof exists that you contractually entered into a debt, then you are not going to be subject to a money judgment.

I see booted cars all the time, in fact the boot van is on Canal BLVD right now booting people by Delgado. I stopped by the Roosevelt mall to kill some time and do internet stuff.
White van, says "metro parking" on the side. Black guy and a white lady, they both jump out and put the boots on then a sticker on the door. These boots are the kind that do not cover your lug nuts, so they use two.

I change my license plate twice a year and haven't got caught up yet, though I also put a dummy plate over my plate if I park in hot spots.

stop giving bad info in these threads, you are so wrong. They can not make it stick to your credit report. They cannot place a warrant for nonpayment.

Bills go to Arizona and Ohio and both are owned by a Austrailian company.

What happens if I ignore the Notice of Violation?

If the second notice remains unpaid, collections proceedings and entry of a judgment against you may proceed.

(a)

The imposition of a civil penalty under this article shall not be considered a criminal conviction.

(b)

A civil penalty may not be imposed under this article upon the owner of a motor vehicle, if the operator of the vehicle was arrested or was issued a speeding citation and notice to appear by a law or public safety officer as a violation of R.S. 32:232, even if such violation was captured by the automated traffic enforcement system. The imposition of a civil penalty under this article is an alternative method of detecting and deterring red-light violations and speeding.

(c)

An owner who fails to pay the civil penalty or to timely challenge liability for the penalty is considered to admit liability for the full amount of the civil penalty stated in the notice of violation mailed to the vehicle owner, and the matter will be transmitted to the parking adjudication bureau of the city. The city attorney is authorized to file suit to enforce collection of unpaid fines and/or related fees and penalties imposed under section 154-1703 to secure such payments.

(d)

If the owner fails to timely respond to the second notice, the department of public works is authorized to enforce the payment of this civil penalty and related fees by use of the following methods: immobilization of vehicles (booting), towing and impounding, reporting the debt to collection agencies/credit reporting agencies, and/or initiating actions through the court.

In other words, even if you can call up the credit bureau and try to remove the debt (which I suspect to not be true), they still do it to make your life miserable.

Two: just because they haven't yet sought entry of judgment ($$$) in a court of law doesn't mean that they cannot do so. Clearly they can.

I imagine that's reserved for the most egregious violators.

The "contractual basis" is when you applied for the drivers license. Same as implied consent to submit to breath or blood samples upon reasonable suspicion of driving drunk, or you lose your license.

The Federal Communications Commission often imposes civil fines for violations. That's because the radio or TV station is licensed by the government, similar to drivers licenses.
