Courses are biased towards white people. English teaches grammar and spelling for white folks, not black people. It's not like grammar is an objective thing.

Actually, the other programs are more racially biased than TOPS, with preferences given to minorities, whereas TOPS doesn't differentiate. Make the grades and the test scores and get the award. Period. Mom and Dad can both be working, or they can both be sitting on the front porch waiting for the check to come, both kids get an equal shot at TOPS. The plethora of other programs...not so much.

It should probably be address why our black and minority students aren't meeting these quotas and how we can get their performance levels up to receive funding.

If the tops kids are white and wealthier, they are probably getting a better secondary education in the private school system. So that's not shocking, as we know of the disparities that exist in louisianas public schooling system

That's bullshite. A lot white kids get TOPS from public schools giving a perfectly fine education. I'm one of them. Our school was half black half white, and more white kids got TOPS/went to college. Parental involvment/expectations were the culprit there more than anything.

You don't need an expensive private school education to get a 2.0 gpa and a 20 on the ACT. The bar is set really low already.

In fact it's harder for the middle class to support a kid through college than it is for someone on welfare.

Although, here could be a caveat. Maybe even if minority families receive TOPS awards for their children's college education, they still can't afford to house them from afar and help pay for groceries and basic living expenses.
My TOPS award was strictly tuition for 4 years. That was the only way I could go to LSU.

I'm not saying you do, but most kids living in a household of $70k-$100k to my knowledge are not in public schools.

Of course. They tend to be smarter, dummies generally don't get money/hold on to money, and parents are more involved and expect more from the kids.
