And I'll add - it wasn't supposed to be a diversity/inclusion program (we're awash in those), or a needs-based program (we're awash in those, as well) - but precisely to catch those kids in the doughnut hole (i.e. the middle class) AND prevent the brain drain of the smarter kids leaving the state for better financial aid packages - particularly those who would prefer to stay close to home.

The idea is that you keep the kids in state during their post-secondary education and they work here afterwards.

yep, and I'd say it helped. I know quite a few people that could have easily gone out of state. Hell, I had a $40,000 scholarship to go Baylor, but TOPS kept me here.

Considering Louisiana's population is 62% white and 30% black, and black people going to college at a lower rate than white people, this sounds about right.

You have more young black males in jail than in college. So how are the numbers supposed to balance out?

Yes, it's a very low bar that is set. Should be 3.3 and 23 at least.

These race baiters won't admit black people don't go to college at the same rate as white people. So if you won't admit that, then these statistics do look unfair. However there's nothing unfair about TOPS, you get the benchmark, you get the award. And over 50% of high school students get those benchmarks

Minority parents are doing their job, at least mine did. We just need to get more minorities in college to balance out the numbers.

Yeah I gave no shits in high school and didn't even think about college until senior year and I made TOPs with flying colors

If you can't make those requirements you probably can't make it through freshman orientation

It seems that colleges are doing their part, especially graduate institutions. It is a well-known fact that "diverse" applicants are almost given preference at colleges and universities.

We should fight for equality of opportunity, not equality of result.

The minority parents who are sending their kids to college are doing their job. For the most part, they will qualify for TOPS.

TOPS is not awarded at a discretionary case by case basis. grades are grades. you either make them or you don't. Pat Taylor is rolling in his grave over this.
