I was eating lunch a few months ago with a former employee who now works for no such agency. Restaurant wifi blocked the site I was trying to go to. He smiled and handed me his phone and it went right thru.

He just laughed...

I was at a Popeyes recently, within the past couple of weeks, and I was able to browse TD on their wifi.

The notice given to the screenshot in the OP looks like an internet filter from their work/employee wifi, but I obviously could be wrong about that.

I use wifi at all kinds of establishments for lunch and none of them have ever blocked a site, and I can think of some that I have visited that would be more questionable than TD.

All those restaurants are probably all using OpenDNS service, which has likely flagged the site offensive due to NSFW threads and language.
