Anyone else know what the qualifications are and what the actual benefits are? I think I'm in "phase 3".

From the Website

quote:

Phase III: Reside within one of the 10 most impacted or distressed parishes, outside the floodplain, no priority due to income

Is there any truth to what they were telling me, about no money will be available since I qualify for $141k of SBA loans and the repairs won't cost but around $90k?

I have no idea. Are SBA loans even still available? I wish had taken one out instead of paying out of pocket.

The "phase" deal is a farce.

It is solution 3, they renamed it to phase to confuse homewoners into thinking it was phased like a timeline.

You fall into solution 3, which I believe means you can select your own contractor.

Check these guys out. They can assist with everything.

Where did you get this info? Phases are not the same as solutions. Phases dictate how much assistance you receive based on your situation/need. Phases might happen concurrently but have little to do with the solutions. There aren't even 6 solutions, just 4. Some solutions apply to all program lanes (phases). Solution 3 is not even contractor-based; it's reimbursement for those who completed construction already...

That's a good question... I took out a small one (25k). It was kinda hard not to at 1.5% over 20 years. Payments are only aboit 100 bucks but I hope to have it paid off in the next year or two.

We had 10 inches in our house, then I walked out the door. :rimshot:

We flooded, I filled out the survey the day it went live. Had to call in to find out I am in Phase VI and they have no clue when/if they will get to our phase.

I don't think so. It was an all or nothing deal for us. We just wanted $25k - $50k and they told us we were approved for a certain amount and I could take it or leave it. The catch is that we only draw out the funds we need and only pay that back. The monthly note is set at the full approved amount though so you just pay it off sooner rather than having a lower note.

I wouldn't count on it. I'm phase VI having completed all my construction myself using the FEMA emergency assistance money. So if they have enough money for me, I'm looking at 25% of my construction costs minus the money FEMA gave me. I probably can't even produce enough receipts for that. Spent way more on contents which is not a factor at all.

The worst part is it doesn't matter what you spent if i'm reading the FAQ's right. They use an economy-grade unit price for everything.

From what I am hearing, the state is begging for everyone to fill out the survey so that they can maximize the federal dollars that most will never see a penny of
if true, that is seriously fricked up...but i gotta say,not surprised.

That's what they initially tried to tell me, but I told them I just wanted the 25K since it was unsecured. Once I told them that they went back and reworked the numbers and told me the new monthly note.

I flooded. No insurance. Filled out the survey online the day it opened.

I'm in Phase IV. Still waiting on them to get to me.

But since completing the survey, I got my house finished.

Put it on the market June 14. Got a signed contract on it yesterday!!!

I'm not sure, but i hope not. We qualified, but did not take it out. I did read on the FAQ, that it could play a factor in it.

Shelter in place, was indeed, a joke. $15,000 per household spent, but most of that went to out-of-state contractors and workers. Friend of mine said he was given a microwave, a mini-fridge, a de-humidifier and they inspected his well pump motor that was completely under water. They said it was fine, but it crapped out 3 months later. 8-10 supervisors visited during the process...good intentions, I'm sure but real lousy results.

We had a minifridge. We installed our own temp sink. By the time they got to our house, we were about ready to put up drywall. So there was literally nothing for them to do. But they somehow found $8000 worth of "work". How? I have no clue. We told them no. Got a call a week later from a guy saying he was on his way to my house. I told him no one was there because I declined the program. 100% chance these people still got there money for the work they didn't do.

We've got receipts for everything (we did were 99% complete when I filled out the survey, acted as our own contractors). If they have the money left by the time they get to us 25% would be enough to pay off the new car (since Mustangs don't float ).

Same here - we had structure insurance but no contents. As I recall, that wasn't an option on the survey. But the ads are still running, and my phone ain't ringing.

Update, in case anyone was still wondering:

I followed up on this with RestoreLA and found out that any SBA loans that you qualified for are considered to be a duplication of benefits.

They take the total cost of restoring the property and subtract the duplicated benefits (FEMA, SBA, insurance payouts, etc) and then give you 25% of that. There's an additional catch which is that they only pay based on what it would have cost you to use low-end "economy grade" materials like formica countertops.

The restore.la.gov FAQ page explains some of this about of benefits. LINK

Basically if you didn't have insurance and qualified for SBA loans you likely won't receive a dime. Those of you that didn't apply for SBA loans because you had the cash laying around or didn't qualify due to bad credit may be able to get some help through this program.

Many people won't qualify but the contractors will get paid by the Feds to manage their cases, send inspectors out, etc - which I guess is the whole point.

Has anyone had an update on the process of their application? It's been weeks new without an update on mine. I've tried calling a few times. Still waiting on "verification".
