There are zoning laws in Southdowns that prevent a home from being occupied by more than two unrelated persons. This prevents this slumlord from renting his property (which is probably designed to occupy more than 2 people and is priced accordingly) to college students. To circumvent that, he had his property designated as Section 8, so he could get paid guaranteed money from the Federal government to fill it with the dregs of society in order to spite the neighborhood association and basically poke every resident of Southdowns in the eye.

i see them transforming the neighborhood watch to watch the houses he rents and calling the police at every chance to run the people out if they do frick up. you have to protect your property values by any legal means necessary.

because going the Section 8 route is the best business decision for him. Having rental property designed for 3-4 people that has that stipulation of no more than 2 unrelated tenants is not a profitable position. The market for families looking to rent is much smaller than that of college students. Section 8 provides him with steady, guaranteed money with literally zero upkeep on his property since tenants don't care about the condition of the property and neither does the government. It's a win for him and it comes at everyone else's expense.

He could also just sell his properties and use the money to buy multi family housing.

I know people who dabbled in section 8. It's a nightmare.

Section 8 is a disaster for the landlord if he cares about the condition of his property. If he doesn't, it's a goldmine. He gets below-market money, but it's guaranteed and comes every month on time. Sure, he could sell it, but due to that rule, the property is worth less than it would be otherwise and he would probably lose money on the deal and spend more on another set of multifamily properties than on the ones he'd be selling. Don't blame the assholes abusing the Section 8 system (both landlords and tenants), blame the assholes that invented the system.

its not a nightmare if you have a good contractor. the state pays for all damage to property and they pay the rent on time every month. its good for trashy homes in 70805 but i dont get it when you do that in a nice neighborhood.

The rule exists for a reason. It's so that neighborhoods of predominately single-family homes continue to be neighborhoods of mainly single family homes. It's mainly designed to keep slumlords and college students out and reserve those neighborhoods for families, most of whom have young children.

And it sucks in a neighborhood that is literally right outside of a college. Many people get around it anyway. "We're Cousins" was the one we used to rest a house on Stanford years back.
