In Jefferson Parish, if one is missing you have to file a police report. You end up having to pay for one if procedures aren't followed. Yes, ours came with instructions.

Some markets have numbers on the cans and side arm has a reader on it to see if that person paid his or her bill. Between stickers and numbers it is used more for subscription service.
Down here most trucks don't have that option on contract service it is not worth it when you know you get your money from the parish.
I would call the solid waste transportation company or your parish dept over this. Explain your issue and follow their procedure to get a new can.
Sometimes the side arm Crushes the can or the can slips in dumping process. The driver don't want to fill out paperwork for the error or does not pay attention moving on.
If the company uses hoppers sometimes they dump the can and oh well or can breaks oh well. They move on.
Pretty common issue in an area where a lot of cans are serviced.
