Some a-hole is blasting music at 1 am

Some a-hole is blasting music at 1 am in my neighborhood. I went outside to try and pinpoint the source to tell them to keep it down, but it is clearly coming from farther away. How loud does the music have to be for me to still hear it over my noise machine?! Tomorrow is a work day for most people, including me. Why do people do this sort of thing?
