The City Council at the behest of the mayor made a political gesture. Most if not all of those statues are on a federal historical registry and are subject to rules and regulations. To remove those statues, many guidelines have to be met, including placing them in an equally prominent spot and rebuilding/recreating certain historical aspects in said new location.

Again this was political theater, nothing more. If the statues are moved, they will be featured prominently somewhere else.

Fun fact about that statue, it's positioned in the same place as Ignatius in the opening scene of the book. In the scene he sees the sunset over the river, but if he were looking at the river he would be looking east so it doesn't make sense.

A lot of people thought this was Toole poking fun at the "west bank" being in the east side of the river.
