yeah i'm guessing those students either switched majors or they were just doing intro classes

i didn't really start seeing patterns of students until the hard 2nd and 3rd year classes

The only people in my upper level courses were men who only ever ventured outside to buy more books so I wouldn't know about the general disparity of blacks in most upper level courses.

Democratic legislators here in Georgia have tried using the same argument. They think it is/should be a need based scholarship. They even introduced a bill to apportion rewards proportionally to where lottery tickets are sold (lol).

It's an investment in creating and retaining top talent in the state. It's not a welfare program. It's about keeping your best students in state so that they're more likely to enter the workforce in state rather than going to states that may otherwise be more attractive.

this article was published with a goal in mind that that's saying the program is too expensive that that's b/c it allows too many affluent families to take advantage of the program. so its stats fit that argument well

Louisiana's population has the second largest proportion of black Americans (32% according to 2010 census) in the United States. Official census statistics do not distinguish among people of African ancestry.

Can we just mandate 32% of funds go to African American Americans, the left over not used go into a trust fund for future African American programs.

Then they'll all just shut the frick up right?

Bingo.

In the mind of the author, TOPS is an extra bonus the tax paying citizens of LA are getting.

Progressives do not believe in this type of "reward" for the "affluent".

I also love how we are in the process of changing the definition of "affluent". LOL

Affluent making 70K. That's hilarious.

As an outsider this is how I feel. The criteria for admission into the program is absurdly low. There should also be a level of parental income that disqualifies one from the program.

Such bullshite.

How about give me a credit for the money that the state didn't spend on my children going to public schools and let me use that to help pay for their college education.


$5,392 per student * 2 children * 13 years = $140,192

I won't complain about not getting TOPS for my children and the kids won't have the pressure to get a 20 ACT and 2.5 GPA. Also, I won't have to worry about being called a racist.

Someone please check my math because I am a product of the St Charles Parish Public School system.

As an outsider, you can but the frick out.

This is one of the ONLY scholarships for everyday working, non-minorities.

Merit based scholarships are fine and need based scholarships are fine too. This is one of the ONLY times hardworking, non-minority families catch a break. Anyone who votes to change this will earn my eternal enmity. I will actively campaign against them in all future endeavors.

As I stated in my post above, Progressives change the definitions of words and phrases all the time to fit their agenda.

This is another example of that.

It is all about class warfare with these Grubers. It is just that, in LA, class warfare is a battle of attrition.

it's a demographic problem

the program would never have lasted leaving out poor students from more rural parishes

now any change would face scrutiny over race and may lead to federal lawsuits about disparate impact

it's a boondoggle, especially if you're a DEM trying to shave the costs
