I don't think you understand how the liberal mind works. "Rich" folks are supposed to pay for every public service but can't use it without paying for it again.

Did that fish wrapper called The Shreveportimes actually say $70K a year makes one 'affluent'?

This. Plus merits based helps at least to some extent to insure that kids getting TOPS have some sort of demonstrated potential to succeed in college and not just waste a year of $$. Of course even then there is a percentage that will drop out but giving it to people who can't even establish basic merits based requirements is just throwing money away.

Maybe it should read, "75% of students who accomplish a 2.5 GPA and a 21 on the ACT are white."

Yeah, but that's only because of slavery and segregation.

So by making a certain score on the ACT and making above a certain GPA is racist?

It's amazing how pathetic the media has become to where they want to make everything that white folks do unfair or racist towards black folks.

This is the very reason I posted the article. The media is horrible, unfortunately this world relishes on crap like this.

Even in Louisiana $70k isn't considered above upper middle class...

It's kind of nuts because if you asked them do you want the government to pay for a program that only sends black kids to college, I have a feeling most would say, "Of course not, but...".

It's not like TOPS in Louisiana was super exclusive. My goodness, anybody can get in.

Nowhere in the article did it state that the government handout known as TOPS is racist. There was not even any commentary in the article. But your attempt to make another topic about race was sucessful. Congrats. Many points you have earned.

So, that means that those who make 70k are affluent?

I thought the whole idea behind TOPS was to take a settlement from the Feds who had illegally been taking LA offshore oil revenue and endow a scholarship accessible to most any LA high school graduate meeting minimum performance standards to keep our LA kids from leaving the state.

Nothing to do with income levels of their household. Nothing to do with need.
