I don't think you understand how the liberal mind works. "Rich" folks are supposed to pay for every public service but can't use it without paying for it again.

This. Plus merits based helps at least to some extent to insure that kids getting TOPS have some sort of demonstrated potential to succeed in college and not just waste a year of $$. Of course even then there is a percentage that will drop out but giving it to people who can't even establish basic merits based requirements is just throwing money away.

It's kind of nuts because if you asked them do you want the government to pay for a program that only sends black kids to college, I have a feeling most would say, "Of course not, but...".
It's not like TOPS in Louisiana was super exclusive. My goodness, anybody can get in.

Nowhere in the article did it state that the government handout known as TOPS is racist. There was not even any commentary in the article. But your attempt to make another topic about race was sucessful. Congrats. Many points you have earned.

I thought the whole idea behind TOPS was to take a settlement from the Feds who had illegally been taking LA offshore oil revenue and endow a scholarship accessible to most any LA high school graduate meeting minimum performance standards to keep our LA kids from leaving the state.
