I disagree with the speeding. If someone is driving dangerously, they need a ticket. Someone driving safely over the speed limit doesn't warrent a fine of 200-300 dollars of money theyve worked hard for.

Im not 100% sure. But i heard you are within your rights to not roll your window down.
However, could she not see that she just made this entire situation so much more than what it needed to be. If she was in such a hurry to the doctor. Roll your window down, sign the citation, and be on your way. But yet she felt as if she had a point to prove, and it backfired.

It could have been avoided if the person would have just stopped fricking with the dog. If you are willing to do something that could result in something else, whether its right or wrong, it still happens and you should be willing to take responsibility for it.

That is the problem.
Police should be respected, but held accountable when they do wrong. The lack of accountability is what drives the anti police anger.

I googled "can the police require you to roll down your window" and I came across this. I don't agree with some of the things he says, but this is what he posted about rolling down your window.

With that in mind, I still don't think its worth making the situation worse. I have been stopped numerous times and I roll down my window all the way. I never really thought about it being an issue. Rolling it down just far enough to exchange documents can look suspect. Just because you have the right to do something, does not mean you should. For example, freedom of speech is a right we all have, but that doesn't mean there will not be any consequences for saying whatever I want.

I don't think it is the full representation but most of the situations start out like this I would think. I was doing some work in the panhandle and the city guys told me that one of their cops has at least two complaints against him a week and they have to go in and review his footage every week. The cop is an a-hole, he comes across as an a-hole, he acts like an a-hole and talks to people like they are assholes but he doesn't overstep the law. The city WANTS to get rid of him but haven't been able to with cause yet.
This video is a situation where the woman was pulled over for a nothing violation and then quickly pissed the cop off with dripping water, nothing major but a constant stream of annoyance. Does she HAVE to roll down her window all the way? Most likely not and I am sure it depends on what state this was. Would this have been nothing if she did, most likely yes in every state. Cops understand that lights go out and unless they personally pull you over a couple times for the same light being out close together, they will just give you a curtesy warning.
On the flip side, the cop came off as a dick and seemed irritated as soon as she started with the window thing. I understand making them roll the window down all the way if the windows were dark so he could see fully what was behind it but her's didn't seem that way. As soon as she rolled her window back up, she wasn't leaving there without something though.
