Right now they have no way to monitor which properties are rentals and which are second homes

I would assume they have a database of all advertised addresses, Craigslist, rent.com, etc.

Well one red flag is a property with no homestead exemption.

They know what's a rental and what's not.

Why not let the free market work? It's 2016, if you want to know about a property or complex you can look it up or get off your arse and see if it's worth renting or not.

That's not 100% true, you just exempt your highest property, doesn't mean you rent out the other.

I live in town that started a rental inspection program a few years ago. I had to update electrical outlets to GFI outlets in the kitchen and baths. They require a exhaust fan or window in each bath. I had to install a fan. Smoke detectors in all bedrooms. The steps on the back deck did not have a hand rail. Bunch of little shite that adds up.

And it HAS to be the landlord, no way it could be nasty, shitty renters

Jules Verne could write a novel about this. What in God's name will they discover?

In the 1800s, people packed their shite in a wagon and spent weeks heading west.

Now, we can't expect them to take 15 minutes to check out a property or move down the street if it becomes problematic.

Did you read that pricing structure? $30-$50 for an inspection

Ha!!!!

You are not getting shite for that. 15 minutes of some guy making $15/hr to maybe take a few pics and mark some check boxes.

Not really for any city with any base of wealthy people

Do you really believe the local government can keep a registry of all the rentals on the Internet in Nola? I could claim it on my taxes in 2015 and not in 2016 and they wouldn't know.

My renters can't get the electric and water turned on in their name without a copy of the City's rental inspection certificate. The inspection certificate is valid for 2 years.

Why should I be responsible for the way people choose to live? I give them a functional clean house to live in and they tear it up.

Isn't that what a deposit is for?

Housing advocates say renters in New Orleans are being forced to live in unsafe and dirty properties with neglectful landlords.
Yes, they are being forced to live somewhere unsafe and dirty without any decision in the matter

is this needed? If the rental property sucks, people would not rent it.

Such ignorance and lack of reality. Times like this is when it's needed. I personally know two families living in an uncomfortable place because their options after the flood are slim.
