I don't think he should report this individual to the taxicab bureau. The OP didn't claim the driver didn't want to take CC by faking it was broken, the OP thought the special event rate was bullshite, when its actually codified by law.
The part the cabby messed up on was not running the meter, because the statute states that during a special event, the rate will be a flat $5 per person fee or the metered fare, whichever is higher. Since the flat fare will be the minimum a person could pay regardless, GOlfer here paid the lowest fare possible yesterday, and in fact, stiffed the driver by paying $20 for 6 people ($5 per person special event rate X 6 people = $30).
Of course, you could say that technically, the driver gets in trouble for not running the meter, but that's kind of bush league when he didn't "overcharge" you, inconvenience you by faking a broken CC machine, nor cause any economic harm to you.

As someone who worked valet at a hotel in downtown NOLA, the cab drivers around here can be real assholes. Before the CC machines were required, they would refuse to take guests who weren't paying cash, and weren't going to the airport. NOPD likes to give the cab drivers a hard time, so calling them always worked as a threat.

They are real pain in the arse. If you want to leave the French Quarter during a big event to go fricking home, home being Uptown or MidCity, they will refuse to pick you up. They'd rather take all the short FQ fares and it really sucks until you get a nice one, or just trick them.

Sorry, my response wasn't to the particular incident in the OP, rather just a general comment on the shadiness of NOLA's cabbies.

To be honest, I wasn't trying to stiff him. He made no mention of the "special event" rate when we got in and started to get pissed when I asked him why the meter wasn't running.

Got in a cab the other night and the driver told me he wouldn't take me to lakeview. I told him that was cool but since it is illegal to refuse a fare that we could just sit there, or we could go to Lakeview. It's within the damn city limits of New Orleans and its like 5 miles away. He said he was gonna call the cops on me and I pointed one out to him on the street. Soon after that he asked for my address and took me to Lakeview

Happened to us in Dallas. Went from Cowboy Stadium in Arlington to downtown Dallas with 5 people in the cab. Guy didn't start the meter and no one said anything. When we got back to the hotel, he tried to tell us it would be $20 a person. We gave him $20 total and said to get fricked.

Oh, I don't think you were "trying" to stiff him. You were confused and he didn't explain himself and was probably a dick.
The cabbies can suck, I'm not defending them en masse.

Doesn't surprise me at all. I can't get them to take me to MidCity, which is 9 minutes from the Quarter. You can tell which ones are trying to avoid you, because they will ask where you are going before you get in by leaning out the driver window. Ignore them if you can, and hop in. Bastards.

I know what they are trying to do, and while I don't agree with a law stating they can't refuse a fare, it is the law from my understanding.
Plus, I'm allowed to be annoyed that I can't get home. I also tip very well, but they will never know that.

Thats what you have to do in Austin when leaving 6th street if you aren't going to a "college" living area. Except those bastards lock the fricking door and drive off as soon as you say something.

Had a guy not run the meter run night heading up town, I am drunk and getting all geared up for an argument with the driver. We get to the house and I pointed out he didn't run the meter and asked how much, he says how ever much it usually cost to here. Gave him the normal 15$ and a nice tip.
When a cab won't take me to lakeview now days they are usually missing out on an easy fare and pretty good tip assuming they aren't an a-hole.

I used to have a regular cabby we would call when I was in school here that made life easy. I never had to deal with this stuff and he'd come get us within 15 minute notice. I think he got out of the game, and I don't drink and need cab services as often, so this isn't a real issue for me enough to find another driver.
Hopefully Uber or something similar tells N.O. to frick off and come in here. I can deal with "surge pricing" if I don't have to try for an hour to flag down a cab.
