They like to do it because they don't have to kick back the taxi company since they just picked you up, you didn't call. It makes them more money.
I have a guy that I call that is prompt and take my gf and I anywhere anytime and we just do a flat rate that is fair and we both win.
But it's illegal if they don't use the meter.

5 bucks for a 10 minute cab ride in a major city? Holy crap that's a steal, I would've paid that and been ecstatic. Cab fares are a frickin ripoff most of the time. I dont' think I've seen a rate that low since college.

Obviously, you can always negotiate ahead of time. We took a cab from FQ to Harahan at 4am the night of the LSU BAMA NC game .

I did find this online...not sure if Endymion qualifies as a "Sporting Event or Concert" but I suppose he was correct. Though, he should have still run the meter.

Ya, he should have ran it, but higher rate wins so you would pay the flat fare rate at the minimum. If anything, you could only save money in this scenario and you're in the wrong if yesterday was indeed a "special event" day.
ETA: I guess this means you should be nice and go pay the man the rate...if you can find him.

This. The cabs in NOLA are required to take a CC, but many will tell you that their machine is broken so that they don't have to report it. As soon as you threaten to call the Taxi Bureau to report the "broken" CC Machine, the machine magically works.

Years ago I got in a cab and the guy forgot to run the meter and didn't charge me. I gave him $20 anyway of course, but...yeah.
