You say that, and it is technically true, but it does not work that way in reality. A couple from Denver deciding where to take their 3 day weekend isn't coming to New Orleans if they want to avoid smoky bars.
This needs to be kept as a freedom argument because I don't think the economic argument works in this case.

So these hypothetical people are taking a vacation to hang out in bars the whole time? Even then, there are plenty of smoke free bars for them to get their lush on.
Also, with Bourbon being exempt are they going to avoid it all together? I don't see someone who's taking a vacation with the intention of drinking around strangers not wanting to spend some time on Bourbon.

We dont know that they arent. My post is about tourists. How do you quantify tourists that made decisions to go to other cities because they hated all the smoke last time they were in NO? I wont go back to Vegas anymore because of it. Where is that stat kept?

still...we're talking about new orleans here. who books a trip to new orleans to have the same bar feel as everywhere else
i thought the entire point of the "culture" stuff was b/c Nola was different. our bars are dirty, grimey, and full of cultcha

I don't think that it's 100% for sure exempt. The article was poorly written. But all indications are that Bourbon bars and Harrah's will be allowed to have indoor smoking.

And if Bourbon IS exempt, what are the chances that businesses there threw some money at the city council to make this decision? Crime is probably driving locals away from the FQ and this decision could draw in some of the WHD/Frenchman smokers.

I saw nothing bout Bourbon being exempt. In fact, it was one of the main focuses of the ordinance. The black council members are so concerned about the health of city, but literally do nothing to stop the killings/robberies that are getting all too common now down town.

There are definitely people that only smoke on vacation/in casinos. I know Bill Simmons has mentioned that he and some friends would chain smoke in Vegas, but don't smoke at all otherwise.

It's not exempt. You can smoke in the street just like any other street.
