I can't imagine those cars are any louder than a normal vehicle that can pass up and down that road any minute of the day.

You can't compare an RC car to a dirt bike. It's a bit different.
If they shut down this guy from playing in the street then they would have to shut down all people/kids from playing in the street. People do that in neighborhoods. It's just how it is.
