Neighbor has water shooting out of ground in his yard UPDATE#2

I went roll the trash can by the road just now and noticed water shooting from the ground in my neighbor's yard next to my driveway. It was made a rather large swelling in the grass where its happening. I don't think they are home. What should I do here? I'm assuming something burst underground. Going snap some pics real quick to show what I'm talking about.

Update: Meanwhile I decided to look for my water meter in my yard and couldn't find it. Neighbor comes home and shuts the water off. The kicker? He rings my doorbell and says that both of our lines run under that plate and its my line that had busted and he turned it off for me.

Got some guys to come over here and dig up the ground to fix the line. It didn't even crack. The pipe slipped out of the coupling right next to the meter. Guess the glue failed or something. Got away with a $125 bill. Back to drinking.

Turn it off at the meter if it's down line if it's up line, call the water Dept.

Look for a metal plate that's level with his yard out near the road and the leak open it and turn the knob until the meter stops spinning. Lol
