Looking at google maps, there is no river there. What exactly is the point of the dam? Is it just the edge of the lake?

This is in my hometown... It isn't very big, and only about 25 homes have a chance of being affected. It's a soil conservation pond that the CoE got a grant to repair. Guess they weren't banking on all of this rain.

I don't know why the news is making such a massive deal of this. At worst it floods a couple of homes, maybe floods Hwy 287 for a bit.
