Very stupid to kick a cop. However, a cop needs to show more restraint than this. She is no physical threat to him in that situation. He reacted instantly out of anger and cops just can't do that. She was wrong and his reaction was wrong.

If I kick and spit at or on a cop after already being arrested for acting a fool, I would fully expect worse than just a black eye.
Don't see a problem here.
Of course the better solution would be to hit the chic with an assault and battery on an officer charge, but maybe the chic learned something. Like if you kick someone, expect to be kicked or hit in return.
