Could be an ingrown hair, or something much worse.
Go to the doc.

My diagnosis is 100% guaranteed and it is the same medical advice I follow with all my own ailments...
It will either go away on its own or you are going to die from it.
I have successfully ignored every symptom that I've had for the last 30 years with no real problems.

It's pretty high up. Hyoid bone, maybe?

How long has it been there? How long has your voice been raspy? Smoker? Drinker?

I don't intend this facetiously in any way, and I am not a physician, but a good rule to live by is that if something physical worries you enough to start asking questions, it's time to see a doctor.
That being said, as a child and again as a teen I had something similar in the same area. It was a cyst and did involve the thyroid.

More than likely

Lymph node. You probably have a bug. Go to the dr. if it doesn't go away in a few days.

How old are you?
It could also be a branchial cleft cyst.

I had the same exact thing this past week while out of town. Went to a clinic and they wrote me a prescription for a medicated nasal spray. Not an afrin type that uncloggs you, but a once a day kind for the "drip pressure" in the lymph node. Didn't even think I had a drip or any other symptoms. The pain and lump were gone in about a day and a half.

I'd be shocked if it wasn't this. Every time I get sick I get swollen lymph nodes about in the area noted.

It's a lymph node. I'd be willing to bet anything the OP could move it if he wanted to, had experience with lymph node swelling in the past, I'd also be willing to bet it's slightly more lateral than his picture shows. Mine swell/ache just about every time I get any type of infection. Was hospitalized as a child with one the size of a tennis ball due to cat scratch disease.

God dammit son, don't embarrass us like that. The thyroid is lower.

abnormal lump on my neck
Is is sore? = is so probably an infection.
if not, more reason to worry.
I am being successfully treated for lymphoma and back in September a huge lump appeared under my right jaw and expanded rapidly to a second location, then to my left jaw, then to the side of my face on the right side. Doctors at MDA ran all sorts of tests, biopsies, CT scans, and concluded it was just an unknown virus. However, they never thought it was cancer because it was sore, and it grew in a symmetrical pattern, as in a balloon swelling, whereas cancer usually grows asymmetrically.
Good luck.

Probably an acne cyst. Look up acne cyst and see if it's similar. Can get them at any age and that area is a very common spot for them to develop.

Go to your primary care doctor sometime this week.
