Downtown is cleaner than ever with new streets. Hotels poping up left and right. 100k+ visitor conventions multiple times a year. French Quarter streets getting a face lift. Tourism is booming! French Quarter crime is actually down big time.

True. But I tend to see the suburbs as part of the city. Not city proper, but that's where the work force comes from and a large amount of the tax base is located. So while not "technically" not in the city limits, I tend to see them as one and the same.
Lord knows new Orleans would crumble away within years without the suburbs.
