That tie you speak of is not the criminal standard of beyond a reasonable doubt. It's the civil standard of preponderance of the evidence- and it's not the govt that has to prove its case. It's you, because your property is assumed guilty.
The IRS has been going after structuring cases recently where it thinks it can win, even if there is no criminal activity. Hell no one even has to get charged.

That's not entirely true. If you withdraw 10k in a given business day, the bank has to fill out a large currency report.

No shady activity. I actually wanted to go to the casino and I typically like to bet big and have enough backing. I didn't want to drive the few hours there not knowing for sure how much I could or couldn't get out. I'll just wait until next weekend.

it is not silly at all...in this country, we have grown to enjoy the relative peace and security that resulted from the vision of our founding fathers. that can go away quickly if our society continues to move away from that vision...

Of course, and as I said, there are legitimate reasons, but they are few and far between in most cases.
