I agree to an extent.

While TOPS is supposed to be a merit based reward, the requirements are far too low to where it has become a bit of a handout.

They don't need to cut TOPS completely. They just need to raise the requirements.

Rando, I could be wrong, but I understood tops was always a publicly funded program. It just wasn't meant to serve as many as it does currently.

Bingo. Raise the standards just a few GPA/ACT points and watch how much money taxpayers will save.

You can still reward the hard-working and academic-excelling students.

Also, if you lose TOPS, you should be required to pay back the state à la a student loan.

It's only socialism if it goes to someone else, especially the poor. Decades long subsidization of oil, for example, is considered capitalism.
TOPS to ACT 23s whose parents earn 200K is "an investment in the future"

I think its perfectly fine for taxpayers to use taxpayer money, as it is their money to begin with

its the non taxpayers getting taxpayer money that most of a problem with

but you're right, people often ignore the heavily subsidized fields and only attack the poor, which all things considered, is a very small percent of the problem

I remember in my Calculus I class back when I was in college, the instructor was an older Japanese guy. For some reason one day that dude started complaining about how he gets more & more students who knows less & less and he ask the class.. You know why this happens? And wrote on the board TOPPS!

What else do you call free anything? That's almost $20k of free money many didn't get.

So many in this country talk about welfare and have absolutely zero idea what it means other than Section 8 or Food Stamps.

This tops debacle is the chickens coming home to roost with Edwin Edwards fricktarded state constitution.

It's the most amended constitution in the country with a ton of protected spending. It needs to be tossed out and rewritten. It's amended at least twice a year. The US constitution's last amendment was in the 1940s for comparison.

in TN we have a program called TN promise that pays 100% for associates degree and all the student has to do is graduate high school.

AFAIK it's doing just fine.
