Budgets appropriate spending for a year for all of the agencies and departments, not project revenues or spending. ETA: :lol: To use your definition, Congress is threatening do defund planned parenthood by "predicting" there won't be any spending by that agency....

OK, I know you think that the Kemper site is because of Trump, but it takes 2 years to construct these sites. That's after years of design and permitting. I worked in the industry and I would love to see coal make a comeback - but it's not anytime soon. Gas is just too cheap....
