Logically this makes no sense. Based off of your statement my sister was so stupid that her trying to intelligently answer the questions meant that she scored lower than blindly choosing an unknown answer?

Maybe I just don't possess the intellect to grasp what you are telling me.

No, more like you are unfamiliar with the format. Our valedictorian also struggled with the ACT.

In the math and science sections, there are usually two garbage answers and two answers that are possible. Of those, I would say 50% are the obvious answer, some require you to dig a little deeper.

The reading portion is entirely comprehension. All of the answers are available. If you are able to read quickly enough to rearrange the paragraphs into the correct order, and you are able to read throroughly enough to pull the needed info from the text, the section is the easiest.

The english portion just requires you to know simple grammar rules and apply them in specific situations. If you read the sentences slowly and insert the proper pauses for punctuation, the answers are clear.

The problem for most people who have excellent grades is one of speed. They are slow, methodical, and exacting; that works against them in a timed standardized test.

The difference is one is a state run program, the other would be the federal government trying to gain more power and influence over the country. There is a large difference between the two and if you don't think there is then you are fooling yourself.
