Changing a culture is impossible. The government can do so much. It must come from within. Start with the basics in the home. Integrity, respect and love.

Strict liability for supporting crime. Strict liability in the tort sense. You aid and abet, support or otherwise obstruct, you're liable for downstream effects. Some would get caught up in that dragnet but decide to fix or accept it.

I tried to do Big Brothers in Jacksonville, but they didn't want white dudes helping. Said they were looking for "Big Brothers with similar backgrounds as the kids". So much for that idea.

If you had unlimited resources it'd be easy. Admittedly I only read the first few posts but they got the right idea. Build new schools, invest in small businesses, reward those that succeed.
But that isn't realistic. In the real world its a Catch 22. You can't improve things without investment, but you can't get investment without improvements to show those investments would be worthwhile.

Bad parenting/broken households deserves blame as well, but not the kids.

It's not a teacher's job to raise the kids, too. It has been said a lot in this thread, but it starts at home. Dads need to start taking pride in raising good kids. Unfortunately they take way more pride in "baby mama drama" or whatever other shite they call it.
