I agree with this. Throwing money at the problem isn't going to solve a damn thing.
That's how entitlements were sold from the beginning. "Oh these folks are just down on their luck. Lets give them the means to function and they'll be pretty little tax payers in no time at all".
We could build state of the art schools and hire the best and the brightest teachers for these troubled areas. I doubt performance would improve much. You might see better performance from the top of the class. The rest would still be nightmares to deal with.

Community as a whole has to accept blame, and then move forward.
Make snitches get stitches a thing of the past, everyone in neighbor hood becomes snitches. Then the shite heads go to jail, you begin to clean up ur neighborhood.
Right now, they won't snitch on the person who killed their own flesh and blood. You have whole community stand up, these turds lose their power.
Get the father back into the house. I know the Liberal politician want daddy gone, but frick them, kid needs a mommy and a daddy.
Find new leaders, ones that are looking out for you, not for themselves. Stop blaming whitey, he doesn't think about you, he's working to try and put food on the table, he's not wondering about the black community. He's not thinking of ways to keep you down.

Lend your time to a young man or woman in these situations.
There are plenty of organizations to lend a hand to. Spend time with a young person and help mentor them into productive law abiding citizens with aspirations.

There's little to nothing you can do for most the men and the older kids now, the only answer is to stop so many kids from being in broken homes and with parents that frankly don't want kids. Drugs, violence, unprotected sex, etc. are just a product of parents that don't care. Same for all races. If you grow up with a lazy parent you aren't ever going to want to work, that's a trend almost impossible to stop. So we just can't allow it.
I could see some type of forced government work like the military helping. Enroll them in rotc and give them a big asd check like $10,000 a year while in hs if they don't get pregnant.

Come up with a plan to loan and then tansfer the deed in property to those people so they actually own it. People always care more for shite they own than shite they don't. You ever seen how meticulously they care for the cars they own?
Then I'd make massive after school enrichment programs both geared toward a trade and furthering education.
Then I'd offer a $10,000 per year award to every student with over a 3.0 GPA
Then offer every parent $1000 per week if they show up with their children for family building exercises and cook dinner atleast 4 times a week.
Finally, instead of welfare, a job market. Anything from local grocery cashier to stay at home mom whomakes baskets. You have to work. No free money.
You have to rebuild a sense of pride, responsibility, and family

Agree with this, but I still believe you have to get kids a chance to get an education in a safe, functioning environment.

Someone is going to be the poorest. The top 1% shouldn't have 40% of the money, and the bottom 80% only have seven. Is this what you want, a distribution of wealth? No this is not what you want, you believe in capitalism. So what you should do is just embrace it, and be glad that you're not poor. It is a very small amount of your taxes go to the nonworking poor.
