Every doctor in the US will tell you this every time you call for any reason in order to avoid liability, not because they believe you actually need to go to the ER.

Worst thing is that the OP is going to get upset when his insurance premiums go up because he takes his kid to the fricking ER for a simple bite.

I've had one kid who got bit a lot and another who bit a lot. It's frustrating but part of toddler life.

Kids bite because they don't know other ways to express themselves when they want attention.

ER? That's a bit much. As a new parent I can see being scared and taking them to their pedi or to urgent care.

I had a coworker back in the 90's whose son was a serial biter/hitter. He was kicked out of four daycares (that I know of).

P.S. Sounds like your first child. What would you if your own child was the biter at that age. Blow a gasket?

Most daycares of high reputation will boot a kid if (s)he bites three times like that

First off, you don't blow a gasket. If your kid is in daycare, chances are s/he will be bit at some point. Lord of the Flies mentality and all that. *Your* kid might end up biting another kid down the road. My oldest came up with bites that bruised over a few times, different kids each time. This is very common and a phase in the one year old room, by the time they move to the two-year old room it isn't an issue.

Speak with the director of the daycare and see what their biting policy is. Ask if it happens again with this kid that he be moved to another room. Move to another daycare but realize, chances are still good your kid is going to be bit.
