Do non military care about stolen valor?

This guy is going to jail for impersonating a Marine:

“A white cord draped over his shoulder had no place there. The way a full chest of medals and ribbons was displayed was improper,” “Stars and Stripes” reported.
“The sword he carried was not the type issued to a non-commissioned officer. He also claimed to be of the rank of staff sergeant, said police, who added that this did not add up, given the length of time he claimed to be a Marine,” it added.
Schrenk was also found to have impersonated a police officer in 2013.

What did he gain from doing it? I thought it was ruled that it is perfectly legal to do stolen valor as long as you didn't use it to acquire something of value.
I tend to not care about stolen valor because most of the time it's someone that isn't completely there in the head. The non crazy people that do it deserve all the shame and mocking we can give them.

While I do see it as tacky and understand why vets would be angry with it, what is he actually hurting? What harm is being done?
