Do I Have the Right to Do a Credit Card Chargeback?

I ordered a $700 item from an online retailer last week with the understanding that it would ship Ground and arrive in 4-6 business days. They instead shipped it Freight and even though I was sent tracking #'s, they do not work. I contacted the freight company and they say they have no record of this package.
I've contacted the retailer multiple times and keep getting different answers as to why the tracking #'s don't work etc but they assure me that my package is in transit. The freight company says it's not b/c they have no record of it.
This morning I went ahead and ordered the item from another retailer who uses Fedex and guarantees I'll have it Friday. So I contacted the original retailer and told them to just cancel my order as I've ordered it from another company since they couldn't figure out the issue. They have told me that they can't cancel the order as it has shipped. I told them it really hasn't shipped since no one can seem to track it and the Freight company says they don't have it. They told me to just refuse the order when it shows up.
At this point, I'm so frustrated with this company, I'd like to just contact my credit card company and have them reverse the charges. Am I within my rights to do this or do I have to wait for the package(if it ever shows up) and refuse delivery, have it sent back and then wait to be refunded?

I had a similar situation happen. With AMEX as long as I did not have receipt of the merchandise (aka in my hands) I could refuse the charge and AMEX would issue a charge back to the retailer along with the associated fees the retailer was responsible in paying for the chargeback.

They will most likely process the charge again if you do a chargeback.

Just dispute the charge. The credit card company is more interested in keeping you happy instead of a vendor.

I was trying to work with them as I do understand mistakes happen, but I've been getting the run around since Monday with different reps giving me different reasons for the reason the tracking #'s don't work basically blaming the Freight company. I guess they didn't think I'd contact R+L who basically said they're full of shite.
ETA: I also don't understand why they can't stop delivery (if it is out). It's 2017 and everything is computerized.

Do the charge back and refuse the order. Your card company will do the charge back. Then the company gets a period of time to appeal the chargeback. It can take a month or so before it is all settled and will depend on what the company's return/refund/shipping policies are on their website.
I used to have ecommerce sites. As long as I stuck to my posted policies, I was never successfully charged back. I also never refused a refund on a lost order.

This is a fairly large well known company too. They're lack of information on where my order is really surprised me. The new company I ordered from is much better customer service wise and they're much smaller.

If you do a chargeback the vendor has to provide a valid tracking number. When your bank tries to verify the number and finds that it's no good, you win.

Short answer - yes. Go for it. Hopefully you have some communications between you and the retailer and also the freight company in your email that you can use as backup if requested.

Since it says it would arrive 4-6 business days, I wouldn't do anything until it is past that time and it hasn't arrived.
It seems like they should be able to realize the tracking # you have doesn't work and give you an answer from there. Obviously, it seems like something got fricked up on their end. Maybe give them a call one more time to make sure it gets worked out because you don't want to be in a situation where the company says they have not received the item back from you (although you never got it) and end up creating a bigger headache.

If it ever arrives, refuse delivery and return to sender. Free.
If not, yes, you can always dispute the charge with your credit card company.

Was finally able to get a manager to get back to me. He apologized, said he has no idea what happened to my item and said he would credit back my card.

you can do a chargeback but they could win.
If they can prove to their bank that the items did ship. They have to refund the money when they get the items back but they are not bound to give you your money back until they have the items.
