Could one state declare "war" on another?

if one state is pissed off another because of some kind of policy that gave them some kind of economic advantage, or if the conditions for one state got so bad that they needed to provide something for its population that another state had in abundance, could it happen? I know it would take a whole hell of a lot to happen these days, but could a state mobilize troops against another state? It has happened before, Missouri and Kansas actually started fighting each other prior to the Civil War breaking out, so could the states fight amongst themselves?

Who would be doing the fighting? Army and navy are federal, not state

I was thinking more of California vs other states, but more than likely if Cali was fighting anyone it would probably be a fight between NoCal and SoCal. those with water vs those without water.

No. Read the constitution. Also, the federal government regulates all interstate trade and states are not allowed to inhibit motion between other states.
