I understand it can be taken to a second level but it's not unlawful to refuse to sign. The a-hole cop can take it to another level. Nothing about this video should have prompted this cop to act on not signing a freaking ticket. He's slopped his micro-peen out for the subjective music level. From 50', you could hear a almost any "noise". Both of these pricks are being pricks. Both should have ended it there and both driven away.

Your signature is, in effect, bail on the offense cited. That bail means that you will appear in court at a specified time and date.
Refusal to sign is not a crime, but it is the offender essentially forfeiting his or her bail for the offense.
The mandatory court date the officer was speaking about was an arraignment, where Tyrone McShitbone will be brought to jail and his appearance will ensured (as opposed to his willful and open refusal to appear before a judge).

Dude gets all black righteous warrior and then talks himself into a ticket when all he had to do was turn the music down.
Cops will be in court that day just so the dumbass has to pay his $135. Id be willing to bet he talks himself into so more trouble when he brings his attitude to the judge.
