Actually, I had a specialist breakdown total body composition. My wife and I both had it done. It was very specific. My actual fat % was 19 percent.

I dont get it. Do you carry fat in your head, arse, legs and chest without your midsection?
Idk, at 6'2" 205 (fattest I got) I was still a 34" waist. I am just proportional everywhere I guess.
ETA:
And I have an "athletic" build and exercise. I just got wayyyyy into craft beer and macaroni and cheese for a bit

No one would say I'm fat. I'm a tad overweight and lost my flat stomach thanks to a severe carb addiction
Lets move away from me.
I'm still laughing at the people downvoting me for saying someone that's 5'10" with a 38" waist is fat. On what planet is that not fat?

He doesn't understand the objective nature of BMI (Body Mass Index - which is a formula derived from a weight to height ratio) - and is confusing bodyfat and BMI.
I don't "like" BMI, but I can't deny the science of it as a reliable predictor of health problems across a broad (pardon the pun) spectrum of folks.

But in regards to BMI, he is obese.

Body mass index (BMI) is a measure of body fat based on your weight in relation to your height, and applies to most adult men and women aged 20 and over.
Most men and women over 20 don't weight train. So, it is necessary some people to obtain actual fat percentage from sources outside the chart because it only applies to most adults. So, fact debated.
Hell, I'm gonna go home and tell my wife I'm obese so I need to spend more time at the gym. I like it.

I agree. I cant stand fit women that have no curves like these women. I want something to hold onto ya know? Cant get that unless you have a women that's plus size 10 at a minimum.

BMI has nothing to do with bodyfat. It is what it's cryptic title says it is - a body mass index. It is a single number. It doesn't require fat analysis, or your exercise log. It doesn't need to know if you're running, lifting weights, doing "keto" or whatever.
It takes your height and weight, and poops out a number. You can argue all day long about how Arnold would have been considered obese using BMI at the Mr. Olympia competitions he won. That's certainly a fair criticism of it.
But, they are not evaluating folks using BMI to gauge fitness, aesthetics, physique, any of that crap. They're talking in raw numbers about how that number indicates (or doesn't indicate) a propensity for body mass related health problems in the future.
You're arguing over something that is inarguable. Based on the height and weight you gave, you're obese according to the NIH and government guidelines. Lifting your shirt or doing pushups isn't going to change that analysis.
