It's not about the pay. Getting on the force has always been a decent payoff for the amount of effort you have to put into it. You don't get an out of college salary but you don't have to spend 4+ years preparing either.
The problem is that the leaders are throwing the good cops under the bus with the bad ones while stripping away their authority to do their job.

Activate the guard. Patrol every street corner north of Florida Blvd. I bet that murder rate drops considerably.
