Stanford, Georgia Tech, or possibly MIT.
Add Vandy. Strong school too. I work in the O&G industry here in Houston and the contacts and pull LSU engineering grads have is big here. As big as a Gump as I am, I would say LSU would trump all others for that fact alone.

There are still engineering schools where English is the native language for most of the professors and teaching assistants. Purdue and Michigan Tech would be two, and with his grades and scores getting in should not be that difficult.

If the employment area is:
Gulf Coast - LSU or TAMU
Midwest - Purdue or Mich State
Atlantic Coast - GaTech or UF
Great West - Mines
West Coast - Cal Poly or Stanford

Why go to either of these schools with those stats?
Why not? I chose LSU over schools with better academic reputations. I'm sure a lot of LSU students did.
With those scores his fee bill will be less than $500. He will get a good education and have a lot of fun. Engineering graduates have good starting salaries everywhere. It's no different at LSU. Is it worth $200,000 to say you went to MIT? Texas? Vandy? Maybe to some.
Don't get me wrong. I didn't choose where I went to school based on the price of tuition. There are several factors you look at as a prospective student, and the name of the school on the diploma is just one of them. Just because you have good stats or get accepted to prestigious universities doesn't mean you should limit yourself to attending a school ranked a notch higher on Princeton Review or US News Rankings

MIT is arguably the best school in the entire world. Choosing LSU over UVA or Duke isn't the same as passing up that kind of social cache.

I had those exact same stats and went to LSU. I did well here, although the work ethic and desire to do well helped a lot--i did a lot more studying than high school.
ETA: I got a scholarship that allowed me to make money off of going to LSU, which was a huge factor
If I had to do it again, I'd probably explore other good state schools like GA tech, UT Austin, TAMU, Florida, and some long shots like Standford. He should definitely do the same. If it came down to Lsu or tech, Lsu all the way. They have so much pull with O&G if that's his thing, and they're right in the middle of chemical plants. Places like UT Austin have even more recruiting than LSU (I had a friend who went there and got internships at ford and Toyota)

To be fair, when you get to the MITs and Stanfords of the world, top scores simply make you competitive for admission.
There are no guarantees for schools that reject ninety plus percent of their applicants.
Still, if you're a competitive applicant, it does seem weird not to at least apply and simply zero in on the state school.

You're also not guaranteed to finish your degree at an MIT or Stanford. Those schools are much harder, and the quality of student is much higher. Many people wash out.

Did we ever find out what this kid wants to do?

Eh, it depends. If you want to go to school in Psychology, MIT probably isn't the best place for you.

Probably not, though.

He should at least try to get into one of these:
USNews Rankings for top engineering programs
aiming, honestly, for something in the teens.

Does anyone know why Tulane is ranked low in engineering? Kind of surprising.
They axed many of their engineering programs after Katrina.

Colorado School of Mines, also MIT calculates the ACT composite a little different, or they may have changed. If taken multiple times you get to use the highest in each subject to calculate composite.

Tech does however have Aero engineering which LSU doesn't offer.
You sure?
Whenever I applied to LaTech last year they didn't offer aero.
LSU doesn't offer an aerospace engineering major, but they do have an aerospace engineering minor.

It is in certain fields of engineering, yes. And if he went to Vandy or Texas, he'd probably get a bit of money.
The best bang for his buck may be Georgia Tech, which is only 60% the cost of MIT and, if he graduates in four, will cost him, paying full freight, about $100k.
Obviously, if he wants to go into Petroleum Engineering, he should go to LSU.

May as well look at Missouri University of Science and Technology, too, if he's looking at CSM. Prepare to be ensconced in nothing but sausage, though.
