Probably just a prank by some local kids. At least they didn't spell "Reznor" on the side of the building with those lights....
I've always wondered how long of an extension cord these guys need for the parades....
Battery operated LED Christmas lights - $10 for 50 at Walmart.

They used to do active shooter training in there for a few of the surrounding smaller police depts. University hospital/charity had their own police dept that would run it before the new hospital opened up, they were down graded to security at that point.

When we were in midde school we did active shooter training against a local sheriff's office in an abandoned school.

When I was in college, I was on a work crew that pulled a bunch of fiber optics through ceilings. I am hoping I don't develop mesothelioma. It was full of asbestos. I think that's another concern of demo'ing the building.
