I don't think the Gov trusts him. You could see his face when Merle disagreed with his wanting to go after Darryl. I think the Gov is using him but realizing he'll need to get rid of Merle eventually.
Someone mentioned Merle getting the drop on Maggie and her man...I thought that was ridiculous too. He should have had a bullet in him right then.

Agreed. Did you see the way the Gov looked at Merle when Merle said he couldn't get Michonne's head or sword due to being overtaken by biters?
I'm thinking the shite is gonna hit the fan when the prison group descends on Woodbury and the Gov sees that Michonne is still alive and Merle lied.

If I were leading the prison group i would find a herd of zombies and redirect them toward woodbury by running/driving toward the town firing guns and then simply moving past the town. The horde that is following your gunshots should run right into woodbury. while the town is busy trying to fend off the zombie attack on one side of town, defenses would most certainly be light on the other side. you enter the town and rescue glenn and maggie and get out before they can fight off the zombie attack or the town gets overrun

Yeah that has been pretty inconsistent w this show. I guess they don't take any chances.
One other thing I notice....some Zombies are very human like,and agile.. jumping over fences, opening doors, running, etc... some are just rotting corpses that can't seem to do anything but limp around.

I think he doesn't want people finding out about Woodbury. The city can't support every refugee in the area and presumably it's not the only city around, no need to advertise a resource rich area to other warlords when your fighting capabilities are geared towards killing walkers and unsuspecting humans.

In all seriousness though, search out some katana demonstrations. You could look up the samurai episode of deadliest warrior too. People skilled with a samurai sword will wrap tatami mats around wood and it supposedly simulates what slicing through a human limb would be like. It cuts like butter.
