1) he's a "new" bad guy for the "non-losers" who don't Joe or care whether his name or story had been told.
2) it appeals to those "losers" who seem to not particularly enjoy when the movie contradicts the book they've read.
When you ask the question that way, I don't really see the downside with one exception: there is probably a subset of movie fans who want an old character to reappear as the villain.

Snoke is the reincarnation of Padame. So Snoke will turn out to be Leia and Luke's mother and somehow Rey and Kylo Ren's grandmother.

This character explains that using either side of the force doesn't change who you are, and there is no reason not to use both sides. It appears they are setting him up to be Cannan's future teacher.
